I have a .rar type file I was trying to access but I need a program for it apparently, does anyone know if IZArc is any good?

Just don't want to fry the laptop.

Use WinRar.  Download trial copy is free, and if you don't pay for it, it just nags you, doesn't disable anything.

Just be sure to carefully look at the installation wizard to avoid "toolbars" and "GUI extensions", you don't want those.

I'll second 7zip –– that's what I use on my PCs.  WinRAR's good too, but not free.

Last time I checked, http://www.rarhost.com/ would let you upload an archive and then download individual files from it.
