I did this once, and don't remember how I did it.  When I google it, the wrong thing comes up.  I'm not trying to get my taskbar icons to appear by themselves (instead of twenty IE windows appearing inside one IE icon) –– that much is done.  I want my icons to stack on my taskbar in the order that I opened them, not be group together.  In other words, I want to see Outlook, Chrome, notepad, cmd, Chrome, Chrome, notepad, cmd.  Not Outlook, Chrome, Chrome, Chrome, notepad, notepad, cmd, cmd.  I hope that makes sense.

I thought I had to use a third-party tool to tweak this setting, but now I can't figure out which one or how.

set taskbar buttons field to 'never combine'





edit: if you have any program "pinned to taskbar" it will not follow the order of opening with respect to other programs, but it will follow it with respect to multiple instances of itself.

Right.  I have them set to not combine.  What I don't want is for like programs to be groups together.  I want my icons stacked in the order I opened the programs.

I think the utility you're looking for is the '7 taskbar tweaker'



The author's website seems to be down.  You might be able to download it from a shareware repository.  Be careful of malware.
