All that mumble jumble that they say, are they actually saying anything?

Are they just doing that to rev the crowd and the buyers up to give them the impression of "gotta buy it right now it's going so fast"?

Watching Cash In The Attic on BBC America, in the British antique auctions the auctioneers actually sound like normal (British) people.

It's the psychology of auctions:  It gets the bidders all hyper.  Hyper bidders bid w/o thinking.  Bidders who bit without thinking spend more than rational bidders.  The auction house gets a cut of the total take.

Excitement helps people make poor financial decisions. Ask the guy that brought his wife to an estate auction full of jewelry. Maybe it was a mistress, but she got excited at all the shiny things and he bought everything.
