I got a 1550 gallon vertical water storage tank off a friend the other day. It's 87" round diameter. Filled fully it will weigh close to 13,000 pounds. I'd like to build a small structure to get it off the ground about 2-4 foot and then enclose it so during the winter I can run a small heater and keep it from freezing. The question is will 4x4's and 2x8s be enough to support the load or should I use concrete blocks and build a deck on it?

All depends on spans.

How many supports you going to put in?

If it were me and I didn't want to really engineer it, I would crib it out of 6x6 or 8x8 lumber, 3 each way, and call it a day.

2x2's are strong enough, if you use enough of them.
