That is a Lakeside LM7 belt fed .22lr upper.  With the M60D sight, you get more area fire than spot on accuracy.  With a red dot sight it is very accurate.

I would post a pic or two, but I still have about 4 inches of snow in my backyard and its 54 degrees outside I'm heading to the rifle range
