I have a couple that I use on 4 wheelers and tractors, they work good.   If you know anyone at a VW dealer they come in the new cars, and get thrown away when the cars are sold. Or at least that's the story I got with my free ones.

I used one for my Jeep. It sits for months at a time. Works good. I leave out out in the rain and had no problems. I paided around $23 for it from camping world.

I think the 5w panels will work for maintaining a battery but it won't do well for use in charging a low battery.

You don't need a charge controller for the 5w panels.  By my thinking, if they are confident enough to not recommend a charge controller to prevent over charging they must not be too confident in the panels ability to charge up a battery.  I think the 5w panels help to keep things in equilibrium.  I wouldn't buy less than a 5w panel.

FWIW, I have two 15w panels wired in parallel that keeps the 12v deep cycle battery lighting my shed charged.  I can watch the charge controller allow/deny current depending on the state of the battery.
