Do they have a scope with a lens that is a higher power in the middle than the surrounding area?

For example, ya look through the scope, and you see mainly at a wider magnification, but in the middle crosshair area, the lens is more powerful.

One of the optical terms you are looking for is anamorphic. These lenses are generally used in cinema to take the 3:2 orrentation of 35mm film and project it at 16:9 onto the screen.

Polymorphism (change in magnification in 2 dimensions) is an extrememly difficult prescription ot pull off if you also want the image to be diffraction limited in the center of the FoV--which you do in a rifle scope.
