I was reading about the M855 cartridge. It says that it has a steel penetrator core and is designated by a green tip. The SS109 cartridge has the same thing. Are they the same cartridge? If not, what are the differences?

The ammo oracle is your friend.  

The answer though is that not all SS109 meets M855 spec.

We're not trying to bust your balls, but 99% of people's questions regarding .223/5.56 ammo is answered by ammo-oracle.  If you haven't done so already, read all the Dr. Fackler articles tacked up in the Ammo Forum.  Some great info there.

SS109 is the bullet designation...M855 is a cartridge that is loaded with the SS109 bullet. If you buy something that is called "SS109" and it ain't  just a bullet, it could be loaded hotter or lighter than M855.
