Honestly, I think he was hoping for the opposite. This predates the term, but I'd call it harm reduction. My thinking (and I suspect this was the teacher's as well) is that the foolish teenage boys that were interested in this kind of stuff and had enough basic knowledge of chemistry (that would be me) would have done this anyway, and kids like this are self-selecting; the straight-laced Suzy Uptights aren't going to see an instruction sheet like that and immediately think "I need to copy this NOW," but just walk on by. So the ones inclined to do this would make a copy, and have safer instructions on how to make stuff than if those instructions didn't exist. The sheet also had a couple notes on things to never do/try, I can't remember what all they were but I know they were explosives prone to detonate on a whim rather than when provoked. |

Tylenol is still around and one of the best brands known in the world. That is because the CEO of the products manufacturing division of Johnson and Johnson was a hero. He was able to convince the public of the superiority of their product and how safe it was and this was just a isolated incident. He should’ve written a book on how he smoothed out the situation.
