I believe the new 9mm round was labeled "Parabellum" to help get the German military contract.

In fact, IIRC the 9mm Luger P08 beat out the 7.63mm Mauser C96 in part for that reason, and you soon saw the introduction of the "Red Nine" version of the Broomhandle.
