How many ft:lbf of force would it take to knock down an average man.
Force applied to the chest by lets say a hollow point bullet. And lets say hes walking just make him fall on the floor
he is randomly walking not expecting any thing to happen completely relaxed in regular  cloths no drugs.

Depends on where/how the force is applied

Please be more specific of what you want. A man can chase you for a good 10-20 seconds after getting his Heart completely destroyed by a HP 308 round. The will to live is amazing. And get someone on drugs you'll have a bigger issue.
The only way to instantly drop someone is to sever the upper spinal cord or destroy  the brain.
