How come everyone in america is polite and always use their manner, even the beggers and tramps.
Yet when they get in a car they dont let you pull out even in traffic,  tailgate and cut each other up ?

Depends where you are at. Where I live you put on the blinker to move lanes the speed up to block you. When I lived in Austin you put on a blinker they let you in. Although that was over 10 years ago so not sure if still same there with all the liberal fucks there.

"Everyone in America is polite."

Clearly you have no idea what you're typing about.

Driving is impersonal. People will be nice to your face but once they are in a car they are dickheads because you aren't going to confront them about it.

ETA: I was stationed in Germany for 3 years and got used to everyone actually following the rules when driving and being considerate. Then I got stationed in Southern California. Holy. Shit. I get so angry every time I drive because no one gives a crap about you or letting you merge. No one uses turn signals unless it is by accident around here.

Lack of consequences.

"Why not be an asshole?"

I saw a show that described it as some kind of bias. Like, in your brain, you believe since you've been waiting in line it's not fair for someone to cut you. So you drive defensively and not let them in.

People that cut people off and drove like assholes are likely assholes outside of their cars, too.

I've an uncle who, when he used to drive, became super aggressive.  Once outside of the car, super mellow.

Leave your ego at home when you drive.  It's not worth the accident.

Beggars are polite because they want your money. They aren't really that way.
No different from the inmates who used to charm their ladies in the visitors room and then talk about what whores they were on the walk to their cell if the girls wouldn't leave any money in their commissary account
