When getting something "noterized" does one have to show ID to prove who they are?

depends, but yes most of the time, why does it bother you to show id? or are you planning something fraudulant?

No Im getting a good old fashioned Kalifornya circle jerk. In order to get my birth certificate I have to send them some kind of noterized paper saying I am how I say I am. Problem is in order to get ID I need the birth certificate

Im thousands of miles away from kailfornya and still cant escapse their bureaucratic bullshit.

The entire purpose of notarizing the signature is to certify it was signed by the correct individual, so yes, you will have to show identification.  

The birth certificate thing (having to prove you are that person) has become very commonplace due to lowlifes assuming the identity of deceased people by simply paying for a certified copy of their birth certificate.  A sign of the times . . . not due to bureaucracy this time.  

ETA:  Usually just your driver's license will suffice.

The only thing in the way of ID that I have is a letter with my name and address on it.

My parents were able to get mine years ago when I was in a situation like that. Last year when I needed one for a passport my grandparents were even able to get it for me. Didn't think they would be able to but I needed it ASAP for deployment. They figured worst the records folks could do was say no. Turns out they got it no problem.

I tried to have my folks get it for me, but PRK sent them a copy that says "for informational purposes only not for ID purposes"

Like I want the damn thing to hang it on the wall  

Theres a two page PRK state form I must fill out and have noterized to get a "for ID purposes" copy.

I havent seen the informational copy yet, but Im gonna try it anyway. Like you said worse they can do is say no.

I respectfully beg to differ. One does not have to present an ID because he is in fact already SWEARING UNDER OATH before a competent officer that HE IS the person who executed the document ... and that it was done with his own free will.

That act, carries with it a punishment for perjury if he lied in one way or another about the contents of the document AND about his identity.

get arrested for a minor infraction like drinking in public no ID. THEN use our court papers as ID when you get out of the joint. If you dont mind the sodomy that is....
