A buddy of mine is selling his P229 to someone in another state. Does he have to go to an FFL to send it to the guy's FFL, or can he ship it direct to the guy's FFL?

Not under federal law he can ship direct to the FFL, but some state laws may require a FFL to FFL transfer  I was told by the NY state police theis was the requirement for NY.
