In such times, nearly all electronic communications are impossible, they are likely to be jammed.

However, one method, the trusty old pen and paper can be delivered without discovery. Rapidly too. Signatures are meaningful and other methods of security are really quite simple and easy.

Think about how quickly information can be transported today via modern travelers. A kid on a dirt bike, for instance. A person with an airplane. A trusted insider working for the airlines.

It was common to use paperwork to communicate as recently as WWII.

maybe all the communication that will be needed will be the cessation of tax payments

We won't.

That's why it's important to network now, establish who you can trust and pre-brief determined meet-up points.

This is largely true.

We [as a large group] will not communicate during SHTF.

Some of us may communicate with a couple of others through alternative means though.

Locals will of course be able to keep in touch with each other.

With the electronics on the market now,  someone with a little computer and electrical experience could throw together some pretty neat point to point laser based data links, though I don't forsee a scenario where this would be practical.
