the OWNER of the ip will be their service provider, in that case goto www.all-nettools.com goto network tools and type in the ip in "smart whois" then write email to abuse@xxxxxx.xxx ISPs almost always have a mailbox called abuse. It wont get anywhere though, IPs in x-headers are easy to spoof and it was probably sent to you automatically by someone else's machine who got "got" also.

Go to http://www.geektools.com, click on whois, and enter the IP address. Leave the Server to automatic. It will tell you who it belongs to. God Bless Texas
