When I try to hit @ by shift + 2 I get quotation marks and when I hit the quotation marks I get the @. What the fuck happened and how do I fix it?

I used to have issues with win 7 changing the keyboard style from US to "canadian" (even though I've never seen a "canadian" keyboard before. This would fuck with some of the keys.
Do you have the keyboard besides your hidden icon button in the bottom right?
