I currently own a very new online firearms business in Idaho where my business, FFL, and LLC are all registered.  
Can anyone tell me what would be the best way to expand my online firearms business to include my brother (who does not have an FFL) out in California where he lives?
For example, would it be easier for him to get his own FFL and go through all the business permits stuff, or can I just "add" him to mine somehow?

He would have to be an employee of yours to sell under your FFL, wherever the address of your FFL is.

If you want to start a branch of your business elsewhere, that would require that particular location to have an FFL

you need an FFL per location. If you download the list of FFLs from the aft, you'll see about a million Wal Mart FFLs.
