Is it possible to watch a region 0 PAL DVD on a US computer running Windos XP?
If so would it be as simple as just using Media Player Classic or VCL or would i need special software?

If it's Region 0 you should be able to play it anywhere on your PC. A NTSC DVD player won't be able to read the PAL even if it's Region 0.
