I am not a computer guy, I just sit at one and operate it, so excuse my stupidity.

I added a new ethernet card and when I did, I vacuumed out my case.  I removed the shroud for the case fan and didn't pay attention which way the fan was in there when I removed it.  Is it supposed to be blowing air in or sucking it out of the case?  As I have it now, it is blowing fresh air into the case.

It is a Dell Dimension and the fan is under the fan for the power supply.

If the fan is on the back of the case, it is probably blowing air out.

plug it in turn on your computer, without mounting it, and see which way is moves air.  You want it to REMOVE the air from inside of the case because I am assuming it is near the CPU.  Just have is sucking air out of the computer.

Yeah, depends on location.  Some are supposed to bring air in, some are supposed to send it out.  The ones in back send it out typically and the ones in front (and perhaps side) pull it in.

if its on the back of the case it should blow out

the fan should also have an arrow,  that point in the direction the air flow will go
