Just bought 2 laptops, a friend bought a third. Each one has some form of lite cd burning software that won't format CD-RW's to use as a floppy for drag and drop. What's an economical way to buy software compatible with a new computer? Any shareware or cheap programs for that. I don't really want to buy a $79.95 program just to add that feature.

download trial software and  google free serial key sites. and get a key to unlock it.

Download.com Free Burners

I haven't used any of the ones listed, but they're free and you could probably find something to use in that list.

Deepburner seems to be quite popular.  Maybe try this one?

I didn't see any that allowed RW as a floppy.

find a store that sells many brands of cdrws and find a spindle that comes with OEM software. One of my spindles of memorex cdrws came with a free packet writing program, and it was a brandname program, I think NTI
I never use rws as floppies though. I just burn like normal to them and erase the whole disc. less read issues that way

Roxio Easy CD Creator comes with many CD-RW's.  It allows you to format a CD-RW for drag and drop.  This takes about 45 min-1 hr per CD, but is worth the effort.  I put them on formatting when I am occupied elsewhere, come back every so often and put in another.  I mark them with a sharpy "Drag/Drop".  First thing you know, you have done the whole spindle.  Very handy!
