My agency pays another to qualify us. They have a range,we don't. They will only "retired shoot" their own retirees PERIOD. We have no place to shoot. I know a retiree has to shoot once a year, at either their old agency or the course of fire of any agency in the state. Dumbass question––––––I went on my own dime, and got NRA police handgun instructor. Can I qualify our retirees on my status as an instructor, or do I HAVE TO have the blessing of our boss who doesn't want to be bothered?

You can qualify at any agency, I know the my former agency regularly qualified retired officers from other agencies.  Maybe call around see if you can work something out with another department.

The key is WHAT does your state allow as far as qualifying ACTIVE OFFICERS?  Can a NRA-ONLY instructor qualify ACTIVE OFFICERS in your state or does your state require ACTIVE OFFICERS be qualified by State approved Firearms Instructors (in other words, those who have been to the LE Firearms Instructor Course and are in fact LE Firearms Instructors)?  Most likely... the latter applies.

Here in Florida, ONLY CJSTC (Criminal Justice Standards and Training Commission) certified instructors can issue the HR-218 cards.  I provide that service FREE of charge to those who qualify.

If active LEO's in your state can "qualify" via an NRA instructor, then yes, you can provide the service.

At least that's how I read the law.

ETA:  Contact your state's Department of Professional Development (or what ever it's called where you are) and ask.  There should be an office within the state LE system that provides the HR-218 cards, at least here in Florida they do.

For me, The Florida Department of Law Enforcement manages and issues the CJSTC-600 cards (HR-218 cards) ONLY to current/active Firearms Instructors that are CJSTC certified.  No other instructors credential is authorized.

Remember... ALL YOUR HR-218 CARD DOES is establish the person QUALIFIED as per the state/agency standard... the card IN AND OF ITSELF DOES NOT AUTHORIZE carry under HR-218.  Our cards read:

"This certifies that______________ has on ___________ achieved a passing score using a type of firearm(s)_________________ on the minimum firearms course of fire established under and applicable to law enforcement officers by Chapter 943, Florida Statutes.

"In issuing this card, the Florida Criminal Justice Standards and Training Commission and the undersigned [instructor] make no representation as to the current status of the named person as an active or retired law enforcement officer acting in accordance with the provisions of the Law Enforcement Officer Safety Act of 2004. That determination should be made at the time of an encounter with the person presenting this card."

Depends on your state or department I guess.

In PA, I qualify retired LEO's based upon my certifications as being a firearms instructor. My department is not involved in the process. I needed to submit my instructor credentials to MPOETC (the governing boy for law enforcement in PA) in order to be listed as a "certified law enforcement firearm's instructor".

I have several LEO firearms instructor certifications through my department. Meaning they paid, I went. Does that mean they can say who I can or can't qualify ie.....need their approval? We have no policy on this, so as of right now, I am good to go. Even if they come up with a policy, I am qualifying retired officers on my own time, not theirs.

MO recognizes NRA Police Instructor certification as a valid instructor. That is what a lot of the agencies around here use.       I went to improve my shooting skills,as my agency is king of "nothing ever happens around here" in the most dangerous city. Here's an early Christmas present for retirees. You can shoot the course of any agency in the state. Here is what they used last year,over my objections- after all I don't REALLY teach our own guys. "here is a box of ammo.Shoot half at the seven. Shoot the rest at fifteen. Let me know when you're done"
