I've been kicking around ideas for a sub-carbine lately.  The purpose of this weapon would be to fit inside a normal shoulder bag, without disassembly, and be a formidable defensive weapon.  Obviously a shoulder-fired weapon with an optic is far better than a handgun, no matter how short the weapon is.

Parameters:
-Caliber choices are 9mm, .223, or .45 ACP.
-Maximum overall length is 15"-20" with the stock in its stowed position (folded or collapsed).  The shorter, the better.
-Must be compatible with optics.
-Must be semi-automatic.
-Must use detachable magazines.
-Weapon must be shoulder-fired.
-Price must be reasonable (under $2000 for the base weapon before registration)

AR15 in the appropriate chambering
HK94 or clone

All SBR of course.

That's about all I have, unless you wanted to SBR a Glock 17L/24C and put a stock/VFG on it.

The HK94 is a bit over 20" with the stock collapsed.

I'm curious what length bbl would be needed on an AR15 to get the OAL under 20"...

In retrospect, I don't think an AR15 will meet your requirements.
Lacking a side-folding or true collapsible stock...you know?
An AKS-74U is 19.30" with the stock folded.
An MP5K-PDW is 14.50" with the stock folded.

Maybe an HK94 with a B&T folder (a la HK UMP) would shorten the length a bit?

You edited your post before I could quote it... but to answer your question, I didn't say "SMG" because it is a semi-auto weapon.  IMO, calling it an SMG denotes full-auto capability.

The more I look into this, the better an MP5K-PDW clone is looking...

What about a Krink?  It doesn't fit the caliber restrictions, but otherwise...

ETA: After visiting the Krinkov forum, it seems you can get one in .223

even though this will start a shitstorm SBR a PS90 not as powerful as a 223 but better ballistics than a 9mm you get 19.7" and no stock to screw with, just a thought... but if you are going to limit yourself to those calibers....

or you could take a 223 galil in MAR config which i am pretty sure is less than 20" but i dont know where to find a good galil anymore

I've fired a PS90 before and it's not for me...  Besides, it's too bulky for this role.

In response to the Galil and your recommendation of a Krink, I've considered the Krink and I'd like to have one someday.  I'm not a huge fan of Kalashnikov designs, but the Krink is one I would like to have.

MP5 w/ A3 stock collapsed is 22.5 inches tip to tail.  If it has to be shorter than that, you are going to have to go with the PDW clone and the side folding stock.  

Don't be scared of the new Coharie clones.  I have one and its good to go.  I actually carried it at work, before being issued a true MP5.  It was checked out and approved by a department armorer that's certified to work on HKs.  He was pretty surprised how reliable it was.  He messed with a clone before that was a POS and a jamomatic.

$1090 for the weapon
$150 for the stock
$200 for the SBR
$100 bucks for factory German mags
$50 sling

$1600ish  still leaves you 3-4 hundred to play with and keep you at your 2k mark.

Correct.  

I can't afford a sear, I can't afford to feed a full-auto weapon, and FA doesn't turn me on all that much.

I will get a can for the weapon, though.

CX4 storm. Regardless of looks it shoots awesome, optics ready, Great rail systems, accurate, light weight and reliable.

ETA may not fit length requirement i dont remember OAL..

Keltec Sub2000.

Cheaper than an HK by far. And it can fit in a back pack easily.

Kind of an ugly duckling of a gun, but I am sure it's mother still loves it.

Definitely won't fit the length requirement, even with a chopped barrel.

Good little carbine though.  I wish they would design one with a folding stock.
