I believe they are legally unrelated.  Thus, the '89 is uneffected.  IMO, the only way the '89 gets tampered with is through a court win on 2nd ammendment grounds that "country of manufacture" is ruled as unreasonable.

The 2nd doesn't apply to businesses (corporate entities have essentially no constitutional rights), so they could still block imports, but hopefully guns already in country would be free from the grasp of the '89 (and the Nov '90 update).
