I've finally saved up enough to get that AR I've been wanting but...now I'm stuck on the options.  I want an AR to serve as my long range match gun as well as a tactical response weapon.  I have decided on the Bushmaster A3 detachable handle with the newest sight configuration.  My problem is 16" or 20".  

#1)  Does the extra 4" increase velocity significantly to effect accuracy at high power distances (<600 yds) over the 16" model?

#2)  What is the proper "break in" procedure for this type of rifle?

#3)  Ammo Suggestions (??Wolf 55gr)?

Hard to get the best of both worlds that you are looking for.
A 16" rifle isn't much of a "long range" match gun with irons. Unless they changed the rules, you can't have an A3 upper in NRA Service Rifle.

I hate to say it, but you're looking at having two different rifles, or at least one lower and two uppers.

I'm not an expert, but there's no serious match shooters using 16" bbls that I've ever heard of.  Maybe you should consider getting the LEGP rifle first (tactical-style use) and then, depending on the type of matches and their configuration rules in which you want to shoot, buy the properly configured upper.  DEDICATED match rifles usually have 22-24" bbls, while DCM match rifles MUST have GI configuration and 20" bbl. Wolf ammo is generally considered acceptable practice ammo, not ideal for long range accuracy.  Just read owners manual for cleaning procedure, nothing terribly special.
