it is an absolute bear to unfold the loading handle on my new ptr the first time i cock the rifle.  as soon as i unfold it once, i can easily fold it open and close.  is this just the normal behavior of an unfired rifle and time and shots will break it in?  what is causing such stiffness?

What you are experiencing is normal for HK's. The initial resistance is caused by the rollers being locked into the receiver. Once they are unlocked, and retracted into the bolt head, it is much easier to retract the charging handle.

Think of it as two actions. Ulock rollers with a good effort, then charge action. If you try it with one movement you'll just wear yourself out.

Another tip (for my PTR anyways):
Cock (charge) the rifle by placing your left hand under the cocking lever palm up.
Push forward with the right hand and pull back with the left hand.

For some reason if I try to charge the rifle with my hand facing down it's twice as hard to cock it.
