I have a Norinco M1A that shoots high with 150 gr. factory and reloaded ammo. The rear sight has been cranked down as far as possible and modified to go a little lower. It still shoots appx. 14" high.
Any suggestions ?

Front sight might be too short.  Or the barrel is not on properly.

I'm voting with wrong front sight.

There is a replacement front sight that uses Ar15 sight posts that I use. I like it a lot. if yours is too short you'll hit quite a bit high. There is two primary front sights. I'm just not well versed at them I know there is a tall and a short.

more research is needed.

I had a M1 Garand that had the opposite problem. 17 clicks of elevation to get zeroed at 100. This was (in my case) caused by the threads in the receiver not being square with the receiver's face.

A good gunsmith can true the receiver face . It will require a new barrel afterwards. Your "Made in China" M14 may be problematic.

If the receiver is in need of love it's still a wonderful starting point for a excellent build.

Buy a new M14 sight, and hold it next to the front sight that is already on the gun.  With that big of a difference, and height differences should be very noticable. M4 front sights aren't expensive.
Or, measure how tall your front sight is, and one us of here can measure ours to see how it compares. Top of front sight to some point that can be referenced.  I've got 3 Polytechs, and have never had that problem.

Problem solved. I installed a taller front sight and the gun zeros as it should.
