Buddy in IL. holds a Manufactures FFL from when he was building 1911's and thats the only type of transfers he done, He is not sure about the procees of transfering a AR to me here in MO. He will be putting my upper and stock along with a LPK on a lower that he picked up

He ships to your FFL in MO.
You fill out a 4473/NICS.
Thats it.

He ships to your FFL in MO.
You fill out a 4473/NICS.

Are you sure about that as several companies in MO. deal directly to IL buyers but they have to do the wait that is required by IL's and a few years back one of the AR Manufactures in Iowa said that he couldn't  beat his dealers pricing  unless I was also paying a transfer fee then he could beat it by selling direct with no transfer fee

Yes, I'm absolutely positive.
Federal law also allows for YOU to go to IL and acquire a rifle or shotgun, but only from a licensed dealer.

Any dealer or manufacturer who is selling and shipping directly to a resident of another state is in serious violation of Federal law.

What Tom said.  

You could legally go to your buddy's shop and purchase the rifle directly from him, as he's got an FFL.  To ship it interstate, it has to go to an FFL - unless; a) you already owned it and had just sent it out to have work done, or b) it's coming to you as part of an inheritance from an estate.

Tom no shipping involved in any of my posts, buddy has only transfered High end custom built 1911's and wasn't sure about transfering a rifle to me , I told him that I was sure that a built rifle was GTG  but a striped lower was a no go

why would you tell him that?  he can transfer a firearm (complete) or a stripped lower to you.  It's all the same paperwork.

Wholly, completely and totaly wrong.

While rifles and shotguns can be sold or transferred to a nonresident, handguns and other firearms (AR lowers, frames, receivers, PGO shotguns, etc) may only be transferred to those who reside in the same state as the dealer.

Before declaring "it's all the same paperwork" you might actually read what that paperwork says in the instructions.

wait a minute, I think y'all are wrong.  if the guy (ffl) in IL sends the lower to an FFL in MO, then that's just a regular transfer, right?  I do that all the time.  there's not a state law in MO or IL that prevents this that I see in the FFL big book.  I know he cant do a  transfer (other than long gun) to an out of state person. OP is an FFL, right?

Illinois uses a FOID system, so that may not be legal option. I am not sure how it works in IL, but under the  NJ system (FPIC)  a non-resident would be SOL.

That transaction (IL FFL buddy ships to MO FFL) would indeed be legal.  OP is not an FFL.
