im thinkin about starting to reload my own ammunition. what are the first things i need to start the process? and, were is the best place to go get the equipment for the right price?

And on a sub-note, does higher price really mean its better than the rest?

To get started check the FAQ (top of the page).  There are various ways to get started, on the cheap or deluxe way.

Prices vary, store to store or web site to web site.

Nope......quality is NOT ALWAYS gotten by spending more money.

Read the stuff up top, follow the links to the on-line tutorials, and check the prices at Midway, Graf's, Lock Stock and Barrel, Mid South, and Gamaliel.

Look at Craig's list, local garage and estate sales, or auctions for used equipment.  Some gun shops have used equipment.

The good news is that everything on the market works pretty well and it's hard to screw up your selection of equipment.  There are some quality differences, mostly of fit and finish that permits LEE to sell their tools well below the price of everyone else.

There are only a couple of tools I would not recommend.  One is the RCBS trickler; it's cheaply made and too light and has to be weighted to work.  Another are the LEE hammer dies (the Classic loader); millions of rounds have been loaded on these, but there are far better methods.  The RCBS 5-0-5 beam scale is okay, but the 10-10 is better.  Don't buy a Wilson primer crimp remover tool; this tool cuts crimps out of the primer pocket and it fits the pocket so tightly it burnishes the diameter larger ruining primer seating - at least mine does.  Off hand, I can't think of anything else.  I have a few preferences for various reasons that might not serve your needs.
