I have a Vortex Viper (1" tube) 3x9-40 and want to mount it on a Ruger American 308. Do I need low or medium Vortex rings to have the correct clearance?

That will leave you about 2-3 mm of clearance

Loosely mounted scope and the low rings still leave a good amount of clearance.
