Anyone got any idea who makes these, or if they are any good?

No idea, but they don't look too bad, other than being pretty damn long.  I was looking at picking up ASI's urban brawler rail for the Mini/AC, all of his stuff is quality, but is $109 vs. the SG $59.
Hey, if you get one let me know how it works!  LOL!

Looks like the large-diameter end clamps to the barrel, while the "tail" goes back over the barrel, maybe in place of the OEM handguard, maybe with it in place.  Might be OK if the "tail" is sufficiently rigid, and also clamps to the barrel.  If not, I'd have my doubts.  Let us know how you make out.

Before this was available, I mounted an Ultimak Scout rail, and 3 short rail sections  (at 3, 6, and 9 o'clock) to the composite stock fore end.  Used SS flat head screws and SS nylock nuts which just cleared the internal heat shield.
