Im looking to buy a used suppressor from an individual from out of state. Im not really sure but I think its on a form 4 right now.
Is there a $200 tax to transfer it to his SOT?
or is that a tax free transfer coz its going onto a form 3...

There will likely be two stamps involved...which is why, for most suppressors, it isn't worth buying from an individual out of state.

He can transfer directly to your SOT via Form 4...then it will transfer to you via Form 4

If the seller is out of state and it is on a Form 3 at his dealer (he decided he didn't want it after ordering it or something like that) then his dealer can send it to yours on a Form 3 (tax free) and there will only be one tax for you.

Any time a non-licensee is involved in a transfer, a tax will be paid (Except for an inheritance.)

Since the can is owned by a private individual, there would be a $200 tax on the transfer to your SOT, then another one from the SOT to you.  That's why used cans have very little value.
