I picked up some 223 brass at the range the other day and went to reload it.

My decapper was set properly and works on all other brass manufacturers.

This stuff was REM  RP and when I tried to remove the primers the pictures below is what I got.  It seems the decapper punched right through the factory primers.  I believe it was once shot brass and not reloaded before.

Any ideas?  Did they start putting soft primers in this stuff?

You could try using a 1/16 punch from the top side and driving them out with a hammer. That has worked for me in the past.
