I am thinking of doing a build instead of buying.

I know if you own an AR and have M16 parts that you are breaking the law.

Are the FAL parts in the parts kit full auto parts?  Do they allow this in the rifle because the sear block is installed?  I understand that the selector will rotate to full auto position in a build, but will still fire semi because the sear block is in position.  Am I correct?

w/o a receiver with the full auto cuts you are fine. the semi receivers have semiauto ejector blocks in them and can't go F/A regardless w/o a cut on the left side of the receiver for the auto sear.
i believe firing a semi in the auto position will cause it to single shot only.

All the commercially available FAL receivers have a semi-auto sear block. No problems using the remaining "FA" parts, but you do have to maintain your Pt922r US parts count. A semi-auto FAL ,in the auto selection, will fire one shot.

Also note that you can buy a semi safety selector, but it doesn't count towards 922.

You can buy a U.S.A. made pistol grip that stops the selector from moving past semi and counts towards compliance. Available from wolfsburgbob over at FALfiles.
