What is the legality of selling a pistol upper? Does the burden of being legal to own it lie with the purchaser?

They're just parts. If you sell it and they put in on a lower registered as a rifle then it's their burden.

Yes. But as a favor to someone without all the facts, I would make the buyer aware of the precaution of having a legal use for one, ie- a pistol or registered SBR lower.

Parts is parts. Doesnt matter in this case. No S.N. involved.
