This is my first AR so I'm still getting familiar with it. Is the hammer supposed to latch back here in the trigger?

That's called the disconnector.
It engages the hammer when the trigger is pressed and the hammer is re-cocked by the bolt carrier. Then, you let off the trigger, and that hook lets go as the hammer falls back down to the trigger sear, and resets for the next shot. |
