I bought my DD rail a few weeks back and noticed this on the rail. Is this normal?

Looks like a weld to me. Lots of different rails have these.

Every DD lite/RIS rail has these. It's completely normal.

Normal for DD rails. It isn't a problem. Perhaps you should post in their industry forum or maybe even call them?

Looks like a normal spot weld. Mine have them...not a problem

I would imagine those welds hold the bolt flange to the tube extrusion, grinding aluminum welds is generally not a great idea which is why they are like that, at least they put good looking welds on them.

100% normal. Every DD Lite Rail has it. I've installed nearly a hundred of those rails...the extruded tube is welded to the attachment interface.
