I have a 16" middy from BCM and want to use this as an all around rifle. In Colorado we can shoot from 0'-400' and as a defensive rifle I would like to have those ranges available as options. I do not want to spend ACOG money and feel a 2x6 scope would be to slow in CQB.

A couple set ups I am looking into

A 2x6 (low power variable) with an offset red dot way forward on a 45degree angle so you would be able to rotate your rifle left to use the red dot?
Straight scout setup with the variable mounted way forward on the free float tube
Aimpoint with magnifier. (if so 30mm or 20mm tube?)
variable scope with small trijicon RMR or equivilant piggy backing

I guess the last thing would be weight.. light mobile and useful would be my use. Everything well but not overly specialized.

I'd say give the ACOG's chance.  They will easily work within the range you provided for your intended purpose.  They may be slightly slower than a non-magnified red dot optic at close ranges, but not by much.  They will also be more durable than most of your variable scope options.

ETA: An aimpoint with a magnifier in good mounts will cost as much or more than an acog by itself.

Take a look at the MPO setups from EOTech.  the EXPS2 or EXPS3 (nv compatible) are great sights.  A 1 moa dot reticle works very well out to 200 yards with ease.  then you can flip over the 3x magnifier and hit targets out to 500+ yards.  The G23 magnifier is a great piece of glass and comes stock with a samson quick flip mount.  Great choice for a multi purpose optic.
