Im new to the forum here. I have a couple questions. First is it more cost effective to build your own AR? Im sure its at least a little cheaper but whats the average cost. From what I ave seen It doesnt look too hard to build one with minimal tools. I want to get an AR 15 but really cant afford anything but maybe the plinker plus from olympic I believe, Can you buy the bottom recievers already drilled? how much are those compared to the 80%? Where in your opinion is the best place to get parts?

WELCOME to the site!

in the long run, it is more cost effective to build your own ARs as well as cheaper if you build it the way you want it

it is simple, h/w, you must know how it operates

do you have any real, hands-on expeiernece w/ AR or the M-16?

if you dont, then i would recommend that you opt for a stock built AR
(i would go w/ a BUSHMASTER, or rra)

if you build, just get a lower ( i recommend a MEGA from www.carricozarmory.com) and a parts kit

No I dont have any fist hand experience with the AR. I have been reading on this site about building  one and they dont seem too bad. It seems as though I could build it a bit at a time to save money and get a nice gun. Which is an appealing idea to me. Im thinking I want some sort of varminter rfle. Mainly  for target shooting. Not competition but something I can get some good groups with.

Buying things a little at a time is a good way to get cheap parts, and much easier on the wallet.  I'll second Carricoz armory, he is a good guy to deal with.
