I would like to get the pictured mount for my Aimpoint Comp ML.  My question is that it appears that in this position, it seems impossible to flip up / down the rear lens cover.  Is this just an optical illusion or am I missing something?

Suspect that while IT appears un-able to close that actually the covers are flexable enough to make it past the carry handle mount. Believe that is what is called a Rail-Grabber mount on a "gooseneck" carry handle, (and an awfully short looking one, to boot).

Had this setup on a rifle of mine for awhile, and had no problem getting the rear lens cover to clear the gooseneck mount.  Couldn't flip the rear cover down, would still be in the way, but it worked fine flipping the cover up and even to the side I think, if one would want to do that.

As far as the mount setup goes, it worked fine on my rifle and was a fairly cheap way to get up and running.  Some have made the point that the aimpoint gooseneck mount is not as rugged at the arms version, but it is rugged enough for most applications.  The mount would put the iron sights in the lower third of the sight, so that there was little clutter in the scope FOV, but would still allow you to use the iron sights with the reddot scope mounted.  Overall, I was really quite happy with this setup until I bought a ar15 with a flattop upper and mounted the optic on it.

This is the standard Army mount for the M16A2 rifle and is simple and rugged.  Not as many options nor as rugged as the ARMS #39A2Plus though.
