Making a decsion, have a chance to buy a 98% norinco 84s .223 for 800.00, and get my hands on several mags. Is that price right for a standard stock. Should I just spend less and get a vepr for $550.00 or a ban sam5 for 639.00(kinda of like the idea of a side rail scope mount). This gun will be a shooter not a safe queen.

well, since texas is a NO-BAN state... go with the sam-5.
With the left over money you can convert the gun to pre-ban style and buy a bunch of mags.

Chk with DPHARMS, he might have a preban style sam5 in stock....
