what product/tools are best for honing, grinding, polishing feed ramps inside a barrel collar?

the barrel feed ramps are scratching and gouging bullet jackets.
the barrel collar and ramps are not flush with the upper feed ramps.  
The rest of collar sits flush with the internal breach of the upper..
this is creating too steep of a feed angle and a ledge, This AND/OR the ramp "fins" in the collar are scratching and gouging of the bullet jackets. I can see copper contact points there.

Can the ramps or the contact points on the barrel collar be polished or ground down? would an upper breach with proper ramps correct any of this?

when do I know I have damaged the "hardened" portion or surface?

what stones or polishing products do you recommend?

I'm pretty sure you have the same issue happening in the third picture.
