Problem number one is that a lot of agencies don't have a communication's person that is "up" on this interop plan. I have heard local FD units talking on VTAC1 and wondering what it is for?

Problem number two is that most public safety radios on VHF and UHF have 16 channels (or less). This prevents putting the four or five Tac channels in the radios without removing mutual aid freqs for other groups.

Example: Our VHF HT radio setup

Ch1 - EMS
Ch2 - Hospital
Ch3 - Multi-dispatch
Ch4 - Rescue Squad
Ch5 - SAR (155.280)
Ch6 - Rural FD dispatch
Ch7 - City A FD dispatch
Ch8 - City B FD dispatch
Ch9 - City C FD dispatch
Ch10 - City D FD dispatch
Ch11 - City E FD dispatch
Ch12 - Rural West FD
Ch13 - VCall
Ch14 - VTac1
Ch15 - Two tone page out
Ch16 - Talk-a-round on Ch4

I was advised to remove pl receive on Channel 5 in our HT radios in order to have a Tac channel with the next county over. I suggested they use VTAC1 on combined ops scene and got a "we only have that in the mobile EOC" reply.

South Carolina is moving toward getting everyone on the 800 mhz statewide system eventually. The newer 800 mhz trunked radios have a function called dynamic re-grouping that allows a bank in the radio to be programmed remotely by the systems radio techs. Expensive but apparently the way to go in the long run. Requires a pretty high dollar radio and about $14.00 a month per radio fee (more if you use more sites). If you have 25 radios, it can get up there.

Well, no, DHS is supposed to fix that, too!

They tried to but no one would build it for free. Only one entity bid on the nationwide 700 mhz public safety spectrum and it was refused for being about 1/4 of the estimated value. Even Homer Simpson could figured that one out.

I thought that was a congressional mandate shrouded in spectrum bidding. To get someone to build out a nationwide public safety communications system that would not go down during disasters, but be cheap enough for all agencies to afford? They could buy Nextel and SouthernLinc, then start upgrading the systems?  Just ranting here, but seems like an idea. If we had all the money poured into Iraq over the last several years, we could have a nationwide affordable publc safety comm system.

The fed.gov should have just purchased the entire NexTel infrastructure.  It was up & running,  running very well in most metropolitan areas and was already "built-out"
and operational.   (even the re-banding process was almost complete prior to the dismantling)    The iden hardware was very rugged  (certain models),  spread spectrum
with more robust encryption and secure communications than Project25.     (snag some handsets and u can use them to communicate a bit farther than "bubble pack" frs/gmrs
radios - new mil-spec versions with external antenna connectors etc.  can be found for under 40 bucks or so from what I hear - you can use the "direct" feature to ptt in a
group that you create.  No eavesdropping or jamming and pennies on the dollar....   (I think I saw some threads pop up here a few years back..)


Since I'm currently in custody in the Prison we call the People's Republic of Old Jerseystan,  I find that I keep bumping up against the "T-Band" dilemna.
Some day, I hope to visit the United States of America and own firearms, enjoy the freedoms I recall hearing about in that document you refer to as the
"Constitution".    You know what...?   Texas comes to mind.   I wonder if the Avilas have a bunker set up for visitors.??      Imagine applying for a frequency pair for a repeater
and getting a repeater/system coordinated in under a year and having less than 10,000 other licensees on the same freq pair in the state...     Just a dream for us.  

I have a bunch of clients who are currently using frequencies in the "T-Band" Public Safety Pool.   Many JUST made a huge investment in infrastructure and radios, etc...
I have a fire dept that desperately needs modifications made to their licensing  and we keep getting told by the freq. coordinators that "that portion of the spectrum is frozen
as part of one of the O'Bummer Stimulation packages"...    I can't even get an FB2 addition made to an existing license in which the agency is the sole licensee in the state.

I have a fire dept that needs an in-building repeater to cover a newly constructed high-rise residential complex which houses mostly senior citizens. Everything on the cheap
here, otherwise there would have been an engineered system in place w/ radiax "leaky coax" style antenna cabling installed and BDA gear installed, etc.   Instead, as a
"best case" solution, I was going to donate a brandy spanking new R3 110 watt  Quantar repeater (matching an existing repeater fireground freq pair used in a different part of
the town -- just changing the input PL so that they can "manually select" the repeater they want to utilize, with the output being the same to avoid a missed transmission--
 to them and put a 0 gain omni antenna on the roof, which , during testing, gave about 80-90% coverage. (compared to 10% coverage going simplex from
portable to portable  and less than 10% going from portable to existing townwide repeater).


BUT... You guessed it:   "T-Band".


Anyone in the market for some new R3 Quantars?       (only $26,000 @ a few years ago)     Looking to trade for Goat-Jerky / freeze-dried ice cream , or frozen ice cream,(I'll never
be able to wait until "the collapse" before eating it anyway..)   LOL   or other survival food.    .         Actually, if there is anyone out there that does truly need T-Band hardware (becoming
extremely hard to find now that Motorola just discontinued the Astrro stuff in that range?)     I need R2 UHF or DMR/MotoTRBO .

Seriously though...   We are coming up on some interesting times when it comes to communications in the public-safety sector.
Interop???   It's getting worse than pre-9/11 days!


I'll put up some updated "NIFOG" docs on one of our servers and will place the links here later in the week.    (I have the most current versions in multiple .pdf formats /  for printing
"pocket guide size"  -- "Letter size" --  and both portrait and landscape. .   Somewhere here,  I also have the MS-Word versions to permit editing  -- for editing charts and lists to
add/change local frequencies, info, etc...)

The spiral ones are only available to "agencies".  But if you ask nicely I may just send you one.  I have the last version.  Apparently there is a new version.

Ok, I now have seen that offers have been extended on the bound NIFOG.  (sent PM without reading whole thread).  If anyone really needs one ask me.

Anyways,  as far as 16 channel radios - well they are pretty much a relic.  For at least five years we have had 512 vhf handheld channel radios in our county and we are a poor county.  Anyone that has a decent grant writer in their county should have been getting .gov dollars for comms upgrades.  Interops are required for getting .gov funding.

I purchased last week a used with new case 512 channel HT for $250 and this was my backup HT (Kenwood 2180).  

There is no excuse for agencies to not have interop capabilities.

One unequivocally strange thing in 1.4 is that the word Amateur appears only ONCE in the entire document.

MURS, GMRS, FRS and CB have their section in the manual.


Now in 1.5 there is MUCH about Amateur Radio.  https://casmnextgen.com/pslib/index.php/webview?docid=108

Think maybe the Boston Marathon situation forced the change?

(after all, how could they have left it out like that since the first printing, Mar 2011)

I suggest that any govt agency that needs HF, and use of the Amateur bands to seriously consider 14.313 mhz.
