Why would they create a contract that forces them to buy parts made by a specific manufacturer from a distributor? For anyone who knows how to run a business, there were two options: 1) Buy Colt parts directly from Colt. 2) Buy parts that meet a required specification from a distributor that can source parts from multiple top tier manufacturers. For those who say that you have to buy Colt parts for a Colt rifle, that would in effect make them proprietary rifles. If you can't interchange parts for an AR15/M4 variant, you can't do it for any rifle. However, the government chose a more costly option: 3) Buy Colt parts from a distributor that will add no value but will add cost. There are instances where manufacturers give good pricing to preferred distributors so that they will handle small orders for them. These distributors then sell for less than purchasing directly from the manufacturer. However, that's not the case here given the requirement to buy from a small business. I don't see how this is a DOGE failure unless they had the opportunity to look over the proposed contract and modify it accordingly. |
