New Haven is set to activate newly installed red light and speed safety cameras, also known as automated traffic enforcement safety devices (ATESD), the mayor’s office announced Wednesday.

Mayor Justin Elicker announced that these automated safety devices will activate at seven locations beginning on Sept. 15. During the first 30 days, violation warning notices will be sent to vehicle owners.

On Oct. 15, the warning period will end and tickets will be issued. The first offense will result in a $50 fine, with following offenses resulting in a $75 fine.

Devices at eight other approved locations will be installed on a rolling basis, following the issuance of encroachment permits by the Connecticut Department of Transportation (CTDOT), the mayor’s office announced.

The devices detect and collect evidence of traffic violations by capturing the license plate, date, time and location of a vehicle that excessively speeds or runs a red light.

They are installed at school zones, pedestrian safety zones and other locations based on crash history or other traffic safety criteria and guidelines, the mayor’s office said.

Elicker will formally announce the 30-day warning period for the cameras at a press conference on Thursday at 11:30 a.m., joined by Transportation Director Haley Simpson and other city and community leaders.

They will meet in front of the Knights of Columbus building at Church Street and Rev. Dr. Martin Luther King, Jr. Boulevard.

We’re told the data is owned by the city. After a citation is paid, or if a hearing officer said a person is not responsible for the violation, the footage must be destroyed within 30 days.

Haley Simpson, the Director of Transportation, Traffic, and Parking in New Haven, said the program will operate out of her department.

“We will be the only ones who have access to that data and we cannot share that data by way of state statute and by way of city ordinance,” Simpson said.

Simpson added that it will be used for data purposes such as monthly reports to the police commission, yearly reports to the Board of Alders and yearly reports to the Department of Transportation (CTDOT).

This comes as Gov. Ned Lamont recently called for a pause on the installation of any new safety cameras and automated license plate reader technology.

Devices at eight other approved locations will be installed after permits are issued by CTDOT, according to city officials.

On Thursday, New Haven Mayor Justin Elicker stated that the city is not going to pause initiatives that are focused on public safety.

Gov. Lamont added, “We leave it up to municipalities because they know their towns better than most . I’d start with safety, like I said, school safety construction zone safety. If you have other areas where people are much more likely to speed, maybe you put a speed camera there.”

First, Flock cameras sparked a contentious debate, but now the community is talking about police drone cameras. Not everybody is happy with all these recording devices.

Law enforcement cameras were discussed in Milford Monday night. A review committee, officially titled “Public Safety Technology Review Committee,” was created during the meeting.

Milford’s “Drone as First Responder Program” sends a drone to an emergency ahead of first responders to provide situational awareness and intelligence before ground units arrive.

Committee members include Police Chief Keith Mello, Alder Majority Leader Robert Pacelli Jr., Minority Leader Win Smith the 3rd, and community members Scott Marlow, Sarah Wood and James Wyciesjes.

“I chosen because I found them all open-minded and thoughtful, no idea where they stand on cameras, but I trust that they will address the challenges thoughtfully, and every confidence that they’re all good people and they’ll take the time they need to render an informed recommendation to the board, so I have all faith in the world,” Milford Mayor Richard Smith said.

“We are aware of the agenda items. We must await Board’s actions to gauge our response. Our position remains unchanged. The debated technology impacts officer safety. We are advocating for the rank-and-file police officers on the street. We hope the Board continues to make the correct decision,” The Milford Police Department Union.

The mayor does not have a timeline for when the committee will have a recommendation.

The City of Groton activated three speed cameras, also known as automated traffic enforcement safety devices (ATESD), its police department announced Wednesday.

These automated speed cameras were activated in three locations, police said. The 30-day warning period has also begun, where violation warning notices will be sent to vehicle owners.

The speed cameras are now active at the following locations:

• Mitchell Street
• Thames Street
• Clarence B. Sharp Highway

In its permit application to the Connecticut Department of Transportation (CTDOT), City of Groton Police Captain Patricia Lieteau said, “The city faces daily operational challenges driven by extremely high commuter volumes, limited roadway capacity and constraints that restrict traditional enforcement.”

Captain Lieteau said these challenges will intensify with continued employment growth at Electric Boat and the sustained presence of Pfizer and UConn Avery Point. Police say cameras will help them consistently, reliably and safely manage speeds in these areas.

Lieteau’s permit application said the cameras will provide unbiased speed control and supplement enforcement where traditional traffic stops are unsafe or impractical, among other reasons.

City police provided notice on Aug. 7 through Connecticut Public Act 23-116.

Police are also reminding drivers to slow down and follow the posted speed limits, and pay attention to cyclists, pedestrians and crosswalks.

While much of the automatic license plate reader’s most sensitive storage remained encrypted and inaccessible, the joint analysis of the recovered data shows that software running on the device explicitly detects people as well as vehicles, license plates, and bicycles. The camera can produce dozens of images of a single passing vehicle and, according to several weeks of recovered logs, generated more than a million images. Its computer-vision software also sometimes isolated bumper stickers and other graphics, including, in one case, an American flag patch on a motorcyclist’s saddlebag.
