I recommend talking to the WVCDL.  They are highly active with state legislation and have opened up everything from constitutional carry and campus carry, to no sales tax on guns and ammo here (which is also a plus for a training center here, no tax on ammo).

They could cut through red tape for you here, perhaps get you favorable tax terms or even funding because WV is starved for development.

Taxes.  WV is not tax-friendly and small businesses can get clobbered on the county personal property and real-estate taxes.  I know because I have one.  While there were some adjustments made in the tax laws that are supposed to provide relief, those only took effect on Jan 1 of this year so we haven't seen just how much relief we get.

+1 on checking in with WVCDL.  They do great work and have pushed some great gun freedom bills through.
In my experience, great state, good gun laws, beautiful vistas.

I am a 1/2 resident, the other half is VA.  WV is my escape when VA falls :(

Location would be helpful. Some areas of the state aren't exactly 2A friendly. Morgantown, Charleston and the EP have a liberal influx that other areas of the state don't have to deal with. Pretty much any county that currently has DEM representatives elected to the state legislature should be avoided.
