Last night the Old Tappan town council agreed to debate and vote on the PTC fee resolution at the next meeting on August 18th. NJFOS's Joe LoPorto, Assemblyman Robert Auth and Jay Costa, you tuber and prospective Bergen county commissioner did an outstanding job with their testimony in support of the resolution. It was a good pro 2A night but a pain battling horrible traffic getting to Old Tappan and then back to Monmouth county. The Garden State Parkway was down to only one lane at exit 168 and the express lanes heading south were closed after the Driscoll bridge all due to construction. Concealed carry permit fee debate stirs nearby; Old Tappan declines refund, Dumont approves Mayor Thomas Gallagher told Pascack Press that all sides were heard on the refund issue and he did not believe it affected any resident's Second Amendment rights. However, Gallagher only votes in case of a council tie. He said a state law provided municipalities the $150 concealed carry permit processing fee, and not a local ordinance. He said the $150 fee can help cover "unfunded mandates" handed down by the state. Moreover, he said the council did not think it was smart to give back funds collected from residents, as other local fees might also be questioned. "The council can use the funds to offset other unfunded (state) mandates," Gallagher said, citing upgrades needed for schools, police training, stormwater and sewage infrastructure, and affordable housing.  Readington will refund its $150 concealed carry application fee READINGTON With the mayor saying it's "an unnecessary tax on a resident exercising a constitutional right," the Township Committee has introduced an ordinance refunding $150 of the $200 fee to obtain a permit to carry a concealed gun. The Township Committee will hold a public hearing and final vote on Oct. 20 that was introduced by a 4-1 vote at its Sept. 15 meeting. Committeeman Jonathan Heller cast the dissenting vote. The National Rifle Association (NRA), partnering with New Jersey Firearm Owners Syndicate and Citizens Committee for the Right to Keep and Bear Arms, has mounted a campaign to lobby municipalities throughout New Jersey to pass ordinances refunding the $150 to gun owners. The ordinance says that the $200 application fee "is in excess of a more processing fee and is therefore a tax on a core constitutional right." An article by John Petrolino. Another New Jersey Town Approves Permit-to-Carry Rebate Resolution Cresskill, New Jersey's town council on September 24 voted on a permit to carry rebate ordinance. The move, with bipartisan support, passed via a 4-1 vote, with one councilmember absent. "The Borough of Cresskill recognizes that the United States Supreme Court has long held that taxes on fundamental rights are unconstitutional," the ordinance reads. It further states that the excessive fee is "a tax on a core constitutional right " Any applicant who provides proof of payment for a permit to carry to the CFO of Cresskill is eligible to receive a refund of the $150.00 paid to the Borough. The vote tally for the ordinance was bipartisan, with only one "nay" vote. Democratic Councilman Arthur McLaughlin joined his Republican colleagues; Councilmembers Mark Spina, Hectare Olmo, and Kathy Schultz Rummel, in voting in favor of the ordinance. Democratic Councilwoman Kathleen Savas was absent for the meeting and not present asynchronously or telephonically without excuse. Democratic Councilman Les Kaplan voted against the passage of the ordinance. Beachwood Becomes Eighth New Jersey Town to Offer FREE Carry Permits On October 15, Beachwood, New Jersey, became the eighth town in the state to enact an ordinance refunding the $150 municipal portion of the state-mandated Permit to Carry fee. Ordinance 2025-26 was read and then voted on with a motion to pass as introduced. The measure passed in a three-to-zero vote, with one council member absent, Council President Zakar. Voting "Yes" were Councilmen Korsa, LaCrosse, and Santos. news2a.com Readington Becomes Ninth New Jersey Town to Rebate Carry Permit Fees On October 20, Readington, New Jersey, passed an ordinance allowing the refund of the $150 municipal portion of the state-mandated Permit to Carry fee, becoming the ninth town in the state to pass such a measure, just behind Beachwood, which passed the measure last week. Ordinance# 21-2025 allows any applicant who paid the $150 fee on or after October 20, 2025, and who submits a valid receipt, to apply for a refund, which is administered by the Township's Chief Financial Officer (CFO). The statutory fee to apply for a concealed carry permit in New Jersey has been $200 since the state's so-called "carry killer" bill was signed into law in December of 2022. $50 of that fee was designated to go to the New Jersey Victims of Crime Compensation Office. The U.S. Court of Appeals for the Third Circuit struck down the $50 portion of the fee as a "tax on a right."
