Yes, shipping an upper is fine. The upper itself is unregulated and can be shipped directly to the buyer. There are nuances as to barrel weight vs lower receiver date/status and what a lightweight barreled upper can be assembled to, but your buyer is responsible for how they assemble the upper to their lower. |
