The committee hearings also seemed to go quite well in regards to the Campus Carry and open carry bills. I think it is quite possible (borderline probable) that many of these bills will pass. The problem lies in bills that are filed late in the session. I don't have much hope for bills numbered in the 3000+ range. |

This Thursday, April 11, the Texas House Committee on Homeland Security & Public Safety will hold a public hearing on House Bill 3143 (3143 by state Representative Raphael Anchia (D-Dallas). HB 3143 would criminalize private firearms sales at gun shows and require them to be conducted through federal firearm licensed dealers (FFLs). This bill lays the groundwork for FFLs to be able to charge a tax for processing those transfers and imposes vague “recordkeeping” requirements on the seller of the gun.
The prosecution rate of individuals who lie on federal gun purchase forms is already at an abysmal low. And most criminals acquire firearms by theft, on the black market or through straw purchases – not at gun shows. So what is the goal of HB 3143? It is nothing more than gun control advocates’ first step towards the regulation of all private firearm transfers and establishment of a registry of lawful purchasers. Please call and e-mail members of the House Homeland Security and Public Safety Committee at their capitol offices and urge them to OPPOSE HB 3143. Is it me or does Texas not seem as pro 2nd Amendment as we think?? I wonder why we haven't passed anything to secure our rights further if Texas is so Freedom loving? The Texas board has gotten really quite concerning legislation. I wonder if people are thinking we are going to just be able to ride off into the sunset with an AR strapped to our backs and be left alone? I am not a political genius and have a hard time keeping up with bills and where they are at. Thanks to everyone who posts here, trying to keep us up to date. Thanks for the links and updates.

Concealed Carry on Campus, the house bill HB 972 passed the public safety committee, it now goes to the calendar committee, contact the calendar committee members and tell them to schedule this early for a full vote on the floor.

For those who think Texas is not pro 2nd, it is. Given political realities we must go the slow and steady route. If we can get just one or two things a session we are good. The time to promote the bills and get sponsors was a year ago.
The real big challenge will be electing a Governor that is as pro second amendment at Rick Perry. |

It has all stalled and come to a grinding halt. I am guessing the "slow and steady" pace Texas is on is really a "slow and about face."
Have they done anything this session? My wife is a teacher and she was really hoping to have the ability to carry on school grounds along with having the communist infiltration of our schools(CSCOPE) reviewed and removed. Looks like elected a bunch of finger twiddling dumb fucks. |
| From what I've read, it's not the campus carry bill being voted on, it's the "keep your gun in the car" campus bill. Better than nothing at all. The fight continues and at least it is progress. They are also voting on stiffer penalties for straw purchasers. Don't know details. anyone else have any further details or insight??? |

This is good news, but the article posted in this thread has stated that campus carry might have a harder time passing in the Senate (which has a companion bill - SB 182 - which is stalled in committee there). Regardless, being approved by the House floor is far better than being stuck in committee. |

It looks like this Democrat, Whitmire, from Houston is going to kill it in his committee in the senate. It's a great bill too, despite what some illiterate talk show hosts are saying. The option to "opt out" of campus carry by a university is only available to private\independant universities. Public schools (including UT) won't have a choice.
My fingers are crossed, but it looks like this one Houston Democrat is going to kill the whole thing.
EDIT: Looks like I wasn't reading the most present version of the bill. It gives university presidents the ability to completely regulate and\or ban concealed carry not just in their buildings, but on ground that they own or lease. In other words, this would represent a step backwards for CHL's on campus, as the "premises" would now be illegal to carry on if so written by the university president. The parking lot exception is written into the bill. Overall pretty disappointing that Texas is now in the minority of states that don't allow concealed carry on campus, and putting it in the hands of university presidents can only go one way. |

It seems that HB 972, as amended, would allow all colleges and universities, whether public or private, to simply "opt-out" of campus carry. I can't help but imagine that most institutions will decide to prohibit campus carry, leaving us in the same position we are now. On the other hand, if the above article rings true, then the criminal penalty for carrying on the premises of a school that opts-out will no longer exist. I suppose I could live with that. |

Link Cliff Notes: Sen. Whitmire (D-Houston), the most senior senator in Austin, stated that campus carry is two votes short of passing. To pass during a regular session, it must have 21 votes (a 2/3 majority), but there are only 19 republicans. This next part is interesting, however: In the committee hearing last Tuesday, Whitmire warned opponents of campus carry that if the House bill that includes an opt-out provision is not passed this session, the more stringent version without a local option would be forced on Democrats in a special session where the 2/3 rule is not in place.
There's also this option: If no Democrats change their mind to support the bill, the only chance for the policy to become law this session will be through an amendment, which only takes 16 votes to tack on to a bill, but it is unclear whether a Republican will attempt the legislative maneuver.
