I got some stripped lowers years ago. I was currently going to give a couple to relatives. I read on the internet that I do not need to go to a FFL to transfer them, but just to check again... I do not need to transfer a stripped lower at a FFL from me to another Pennsylvania resident? It is treated as a private party rifle or shotgun, face to face no transfer at FFL? |

Depends on the relatives. You can only give to immediate family members. Grand parents to grand kids, you to brother / sister, you to neice nephew. Cousins are out. See how your lowers were written up as, most of my lowers were written up as "other" so I don't know where that falls under the transfer laws. I'd just play it safe and go through a dealer |
